Your XML doesn't appear to be attached from what I can see, though I'm unfamiliar with this git. If possible, please post it on pastebin.
If this is on darkstar, there are other reports of petskill not working. However, I can confirm it is working on current retail. Awaiting your response before I decide how best to handle it.

Sorry, please clarify if this is on darkstar and what server as well. Additionally, if you are on DSP, type /ver ingame and post what your client version is.

After looking into it with Lolwutt, this is happening because DSP is not using SMN abilities correctly and sending invalid/incorrect action packets to handle avatar bloodpacts. Lolwutt has mentioned that he will look into writing a work-around as a temp fix til DSP ever fixes things but knowing them that probably wont happen anytime soon.

Also doesnt appear to work for any bloodpact wards regardless if I define the actual ward or not.

These issues are caused by dsp servers failing to send the correct packets to the client for pet abilities. The prior workaround remaps some of them, but the issue needs to be addressed from dsp's end, not Ashita or Ashitacast.

So it seems to have issues on dsp with wynv skills aswell. It will go off only once in awhile for me.
