I am using the retail launcher though it is downloaded through Steam. I do not know what else to do to resolve this issue since the guidance doesn't provide insight beyond the default values.

Set your PlayOnline language in Ashita's configuration editor to one of the European languages. The default game installer is using the EU version of POL.
