Reinstalled my FFXI to see if the region settings were the issue here, also made sure the set FFXI, bootmod, PoL, and Ashita are running in admin, I have tried with XP, with windows 7, and with no compatibility settings aswell.
I have never had issues until I tried running this on Windows 10, as per request I moved the UAC to never notify, Windows anti vir, and all of my anti virs have been turned off and removed from task manager before starting.

Errors regarding IPOLCoreCom are due to one of a few things:
Your install is not complete / valid.
Your install is from the European PlayOnline, so you need to make sure that you are setting up Ashita to use it as the EU PlayOnline. To do that make sure you select one of the European languages as the POL Language while editing a config in Ashita. Also make sure your boot command for a private server also includes the following switch:
--lang eu
Your anti-virus is blocking the loading of things / blocking Ashita from operating properly.

Oh my god all it took was the --lang eu tags in the boots. Thanks a bunch man!
